OK, Please clear this up for me

Several times in the past few months I've seen mentions (usually on other boards) that MA does not have gun registration.

What exactly is the FA-10 and why is that not gun registration?

The FA-10 IS "gun registration." Period

However, people moving INTO the state are not required to register their guns and those possessing guns for which the old "blue cards" were destroyed before processing are not required to register them now. This means the registration is incomplete.

However, the lawful transfer by sale, inheritance, gifting or seizure and transfer of such guns WILL generate an FA-10 . Registration is simply a matter of time.
 
It's not registration of firearm possession, but of firearm transfers. Since most residents who have firearms obtain them while they're Massachusetts residents, it's pretty close to a registration of possession. The incompetence with which the system was previously handled means that there are huge gaps in the record. Since the only actual requirement is that firearm transfers be registered, one can move to Massachusetts with firearms and never be required to register them, contrary to what some police, dealers and other self-appointed experts may assert.
