Could have pulled the bullet and dumped the powder before cutting.Thinking more about this, with the crimped/lacquered primer someone would be cutting down live rounds for a wildcat, seems unlikely.
Wonder if it was just a homebrew black powder measure...
And it has the original primer in it as well., maybe someone's test case?OP, The cut marks on the case mouth are obvious along with the burrs, and show that it has been freshly cut and never fired.

That's just crud/dust on the case, its actually neatly beveled all the way around the inside. You can sort of see it in the pic (in spite it being somewhat out of focus).
