At that price point, a pump or semi-auto would do great. Especially for self-defense you want a tube that can hold several rounds.

I don’t have any experience with either brand, but have you considered used?
 
I think in the $500 range you can rule out any quality double barrel. I would focus on a used Mossberg 500 or Remington 870. Buy it with whatever barrel you would use for hunting. Then keep your eye out for a 18.5” HD barrel.
I think those two choices offer the most versatility,remember it’s still gonna be a compromise

If it's for hunting and home defense you won't have anywhere near an ideal shotgun for both tasks. You can get a mossberg 500 with a 26 inch barrel with changeable chokes (you'll want changeable chokes for hunting) and buy a shorter defense barrel later.

Also if your budget is 500 bucks......check the used market you can do way better. I just checked kittrry trading post website and a mossberg 500 field deer combo (comes with bird hunting barrel and a slug barrel for deer) is $465. Used mossy 500s are 300 to 400 dollars. You could buy used mossy and have cash left for a defensive barrel

Some forend s are not interchangeable
Correct. Maverick 88 uses a different forend. It has the action bar attached directly to the forend instead of a replaceable forend on a tube that is then attached to the action bars. So if you want to swap forends on an 88 you have to buy an action tube from a 500/590 to put on it.

He could get a used mossberg and an extra HD barrel as well as a few hundred shells for $500

“Ideal” is also subjective, I don’t think the perp will know he was shot with a 24” barrel or an 18.5”

The perp won't care about the barrel length correct. A hunting barrel isn't generally 24 inches it's 26.......or longer. So while the perp won't care about that barrel length......the wielder of said shotgun will definitely care......your scenario trying to prove your point is operating from the fairy land principal that the perp will be standing still in the doorway letting you point and shoot......in reality maneuvering with a 26 inch barrel shotgun in doors is not easy.

I'd take a good pistol over a long barreled hunting shotgun in a home defense scenario.
 
Citadel or Maverick 88? I am intrested something under 500 ideally and i like the double barrel or pump action.

Yes you’re staying the obvious but my point stands, if he’s got money for one gun, he can get the job done with one gun. And he can get that job done with $500 no problem

Hell I have my dads CZ 612 Turkish built pump, comes with 2 barrels costs $350 as a kit

I hunt turkey with an 18.5” 1100

Surplus 870s are still around and about 300$, these aren’t the shitty freedom group ones, Back when the 870 was king
 
I have the maverick 88. Came with 2 barrels 18.5'" and a 24" for $279 you can't beat it.
Still need to check if it has a pinned tube
