I got an email from Sig last night that they are selling 556 to 551 conversion kits. The kit includes a 551-style lower (from the 551-A1), a Swiss folding stock, and a 30 round mag (for those in free states).
They claim only 250 kits are available. They have never sold individual lowers for any of their rifles.
I picked one up since a real 551 is out of my price range for the moment, and I don't really feel like dropping $1500 on a 551-A1. Now I can just pop off my upper and I'm good to go.
They will ship to MA without the magazine and with a locking piece for the folding stock. These do not require an FFL, since the upper is considered the 'firearm'. Now I just need to find some magazines to use with it.
