Summer Specials

Does anyone know of towns/cites in the southeast/ cape area that hire summer specials (paid reserves). I know martha's vineyard does (OB), and have heard over and over that many cape towns do, but I cant find any information on cape town websites indicating they hire summer part timers.

I am looking for places that don't require you to have taken the civil service test.
