I don't see it that way. He's providing guidance for those who are too dumb or disinterested to figure it out themselves. When I move to MA, everyone told me that guns had to be cased during transport. I read the law and saw that this was plainly correct. Someone gave me access to Glidden's book and I saw that his assessment was correct. So I bought one. Note. Only large capacity rifles and shotguns need to be cased and locked for transport. Non large capacity rifles and shotguns don't need to be cased and neither do ANY handguns.
