No idea of any shop selling any brass in quantity.
If he's looking for mail-order, it could be anyone who's a shooter and collects brass for resale. However, any seller/buyer should become intimate with our Dept of State laws/regs on exporting "munitions" to foreign countries . . . that stuff can get hairy (even if it makes no sense).
If he's planning on a visit, you might give him a heads up that nobody but a MA Resident can legally buy ammo/components in MA. Gun shows will sell to anyone, no questions asked . . . but there aren't any of those near Boston.

Yes, NO purchase of guns, ammo, mags or "components" (for reloading). That's the "Simons Rock" law. Followed very well by MA Dealers. Ignored by everyone else.
