Why would one engrave a firearm before getting a tax stamp? Better wait till it's been at least approved.

has to be engraved prior to assembly, yes.

i had mine engraved few weeks after i got the stamp, the upper that i wanted was 1200 so i had to save a little bit, stamp was approved long before i thought it was going to be.
