What is this Mess on 30m?

I stumbled onto this tonight. I was talking with a friend and he heard it loud and clear, so it's not something at my house. At first I thought it was the whole band, but I opened up the waterfall span and it was actually very specific. It's about 20kHz wide centered on 10.100, a solid S-9. It sounds like the hypnotoad.

It wasn't RTTY, it was almost like a jammer. Like a nonstop pileated woodpecker.

I do see why my waterfall suggests RTTY. I think that's a function of how it's drawn on the screen.
