It only matters now if the pre-94 lower had been made into a rifle BEFORE September 1994 AND was on an FFL's log book as a rifle (and it is specified in the book) before the ban went into effect on 9/13/1994.

If it was still a lower after that date, then it is a post-ban lower forevermore according to ATF and can't be made into a pre-ban rifle now.
