Can TAVOR X95 be legally transferred by EFA 10 now that it is past 8/1?

A friend bought and possessed a MA compliant TAVOR X 95 on August 1 and now wants to sell and transfer it to me via EFA 10. Can he legally do so and would I be legally possessing it if I bought it from him now and would it be legal for me to possess after October 23? Would I be able to legally transfer it to someone else after October 23? Any advice would be greatly appreciated.
