That type of injury is not something that can be dealt with via a portable med kit as there is no place a tourniquet could be placed, and it is unlikely that it could it be successfully packed, especially by a police officer as opposed to an EMT.

A hit to the subclavian artery would have similar results. You need a clamp, maybe a scalpel and medical expertise to handle such a would in the field. I don't even advanced paramedic training covers that.

This is the most troubling aspect of the shooting to me.

A. She's a threat (somehow, just go with it), so he shoots her. But does not let his team know, they are outnumbered, behind the line, in a very bad place to be. He runs away and hides.
B. She's not a threat. He shoots her anyway. His team is downrange, behind the line, outnumbered, and in a very bad place. He runs away and hides.

The fact those guys on the other side of the door didn't get trounced tells you everything you need to know about that crowd. They simply weren't 'violent'. Protesting, sure. A little rowdy, sure. But violent? No. Even if they can pencil whip the murder charge away, he has zero credibility to remain on any LEO paycheck.
