Practically speaking, law enforcements going after those that bought the 25 guns from the individual that received and sold the guns would not be significantly aided by those guns having been serialized. The seller has to finger the buyer. Could the buyer say they built the "ghost gun" themselves? Possibly, but I’d suspect most buyers are prohibited persons.

Possession of a non-serialized gun will be a crime soon. The law is incredibly complicated…
