Holding SBR stamps in reserve while saving up for the SBR upper

Can I put in for a stamp and after received- NOT immediately assemble the SBR?

I'm thinking that if the law changes it would be wise to hoard stamps instead of complete SBRs.

Of course I know that the lower must be engraved in the mean time.
 
As far as I understand it, the approved form 1 is permission to go ahead and make the NFA firearm, not a requirement to do so.
 
There's no time limit on Form 1s. I'm thinking about putting one in for a suppressor build, just to have it in my vest pocket, so to speak.

If you are building on an existing lower, you need to fill in 4a and 4g with the existing make and serial, which "locks" the stamp to that particular firearm.

So for a stamp held for future use, are you putting your name in Box 4a and just assuming you'll do it on an 80% lower?

If the law changes as proposed in ATF 41P, then I don't see any particular advantage to hoarding stamps after that change?

I plan to assigning a specific lower.

I can afford 1 now or a few in reserve.

How many law-abding (fully taxed) SBRs do you expect to need now or in the future? Personally, the only reason I'd want a stamp for more than one AR lower would be to do a dedicated 9mm build (small magwell lower).
 
You can put in for the stamps, and not have the uppers. No issues with that. Not a terrible idea, we all know how certain people like to grandfather stuff.

Nothin in their FAQ covers this situation.

Federal law and BATFE-wise, you'd be totally in the clear if you had a dozen lower receivers, all with stamps and engraved, and a single 10.5 upper receiver. They'd all be SBRs, and you'd have the capability to complete any one of them in the approved configuration. OTOH, I suspect BATFE might not be happy if you had a dozen stamps but didn't have matching engraved lowers, particularly if you were going the 80% route.

Regarding the lack of a deadline, there is apparently at least one individual with an approved Pre-86 machine gun stamp who still hasn't done the build.
