The changes were estimated to have increased the pool of eligible gun owners threefold.

Not everyone who has done military or civil service, it is also tied to your place of residency, work, etc. If you did 2 years of military service as a tank mechanic for example, you live in Tel Aviv and your job does not justify it, you won't get it. If you went through the highest basic training (level 7, the most combat training there is at basic training) and you live in Tel Aviv, you will get it. It's complicated. There are 11 categories.
Yes, only one handgun is allowed for the most part. If you are a hunter or shoot clay - neither are too popular in Israel, to say the least - then you would be allowed to own a rifle as well.
Now, if you leave in a town/city which is in a "high risk" area and you are a member of their emergency squad, you'll also be lucky to have an M4 as part of the squad in addition to your eligibility for your personal handgun as a result of living in a "high risk" area.

I can't get my head around the fact these people live in the worst neighborhood surrounded by hundreds of millions of people whom want them dead and they are afraid to let people protect themselves. Firearm laws in Israel are insanely ridiculous. MA and CA look like TX compared to Israel.
Even if you are "lucky" enough to get a license, based on several criteria, you can only (legally...) keep 50 rounds in the house.
You need a full renewal every 3 years - meaning doctor's note and 4 hours of training - and a mid-term training/50 rounds shoot in between, every year and a half.
You are required to keep a specific safe in the house to store your handgun. Of course no one checks, however if your handgun is stolen they will start investigating and if there is no safe you lose your license. If both you and your wife/husband have a license, each of you need a separate safe...
Oh, and when you come do your mid-term and 3 years training, they "inspect" your ammo. If they believe it's "too old", you are required to dump it and buy new ammo.
