The real issue relevant to the original post is "non resident" permits. NY permits (invalid in NYC) are readily available upstate and, in many counties, come without any restriction. Think MA but with county, rather than town, level granularity.

There was someone suing NY over this issue, but the plaintiff did not do a good job as the case was about him, not the cause - i.e., no world class legal counsel; no shopping for the federal district court in NY most likely to be a sympathetic venue; etc.
