The cartels control the Mexican gov't. Thus any attack by the cartels across the border must be a considered a declaration of war by the Mexican gov't.
Maybe that is why the Mex Prez ordered Mexican military to the border to atop illegal border crossing.
Problem is at least half of the military is owned by the cartels. Also, the cartels have a habit of eliminating any Mexican politician who gets in there way.
