DMV was now putting ONLY mailing addresses on new or renewed driver’s licenses. This placed potential gun purchasers in a position of not being able to use their NH driver’s licenses for gun purchases if their mailing address did not happen to be the same as their legal address. Federal law requires a legal address be on a government issued identification to buy a firearm from a licensed gun dealer. This created a de facto gun ban for these persons with no legal address on government issued identification.

Looking at form 4473, there were already provisions for this under Question 20.b, no need to change the state law.
