That's for NICS-exempt buyers, which NH doesn't have.
The question right above it would apply as there's no at-the-counter NICS check for a suppressor purchase:

no, suppressors are now OK up here, for "hunting and recreational use". This wasn't too long ago, they probably haven't updated their map.
