It's sort of a timeline of de-evolution. So around the time of the enactment of the 2A people were trustworthy enough to own guns without any real regulating of the firearms and you could own whatever you want. This was still somewhat true up until the time before about WWII. Then as we get closer to the present people become less trustworthy according to the government and the laws get stricter. Basically humans began fighting with sticks and stones and if people like the Brady Campaign could have their way honest law abiding citizens will only have sticks and stones to defend themselves with.
and no one went on machine gun rampages...
Modern legislative mindset: If it ain't broke fix it anyway (or realistically break it by "fixing" it)...
