VCI anti-rust paper

How tight does the case need to be for the anti-rust paper to be effective?

e.g.: do I need to use a zip-lock bag, or is it fine to just fold the paper around the gun in its plastic case?

Around the gun is fine. Look how bearings and the like are packaged. Wrapped in VCI paper in a box.
