I don't see how it happens. It would require repealing a Constitutional amendment and, perhaps, figuring out a brand-new capital district. Both of those would require nationwide support which just isn't there.
Puerto Rico statehood has been a hot issue since 1940, when it showed up in the Dem party platform. Then the President almost got assassinated over it in 1950. It comes and it goes. Maybe someday it'll come, maybe not. That's at least more likely than DC becoming a state, but the process takes awhile and it's shown no signs of actually happening. Plus the majority in favor of statehood down there is still very narrow, even within the margin of error, and that's AFTER a huge push for it in the aftermath of Hurricane Maria. When Hawaii joined, 93% supported it. PR is a FAR cry from that.
