AK scope adjustment issues

Hey Everyone,


I've got an Arsenal AK with a Russian POSP scope mounted on a side rail. Given that the scope position is fairly high on the gun, I cannot get the point of aim and point of impact to match. At approx. 70 yards, the gun shoots about 2-3 feet high! I've adjusted the scope down to it's lowest elevation, and still no dice. I have heard about "shimming" the scope, but I took a long look at it and don't see any way to bump the back of the scope up to get the POI down lower. The rail that the scope mounts to is straight as well.

Any help would be greatly appreciated!
 
I know this is old and I don't have an answer for you but seeing as I am looking to put a side mount and "combat scope" on my Arsenal I though I would bump this to see if anyone has any ideas.

I am guessing it is an issue (if you didn't figure it out already) of the scope and rail combo that is chosen, there are millions of AKs out there with side rails and scopes that work fine. So maybe it is the combo that needs to be correct but that being said I am worried about the height of some of the side mounts I have seen.
