No, why would they be illegal? It's a .22 rimfire bolt action. No more illegal than the center-fire RPRs. Not an AR type lower at all, and neither is the RPR.

It can be ordered in MA-compliant form (they swap in 10 round 10/22 style mags), no worries there.

If anything, the biggest problem with this rifle is that it needs more AR parts interchangeability, not less.
