Nut Fhurer Hailey and crew wrote this law in such a way they can decide what it means to suite their needs.
The New Committee gets to decide whats a Roster Approved firearm can be and can add or delete on a whim?
Every “firearm” is now subject to the roster. So now even pellet guns are firearms again. I did not see any exemptions

Seems the only exemption is LEO Which IIRC was the reason why the chiefs where up and arms over the last bill , apparently the leo exemption was not written in the old bill?

My friend was literally in the Camp Perry North Store and texting about the situation to a few of us who regularly compete with him. I was getting the info live and first-hand. I posted because there are a few on the forum who order ammo, M1's, and other items from CMP who would want to know this.

The CMP North Store would allow the purchase of a rifle but will hold it until they figure out what is going on with the new Mass firearms laws. CMP isn't going to make an official statement until they figure it out. Their state by state requirements are at the bottom of this web page- Purchase Eligibility Requirements - Civilian Marksmanship Program Nothing about MA.

I would assume that their other stores and mail order system would adhere to the same policy as it is the Anniston 'South Store' location that runs their rifle sales and sets the policies followed by the North Store.

IIRC the Army Chief of Staff and the senate pretty much dictate what is set as policy

CMP could have easily sent 1911s to MA to the CR holders but the Army/congress said NO to FFL 03s

I cant remember the rational for not shipping to CR MA but I believe the NO to MA dealers was not on the roster?

Anyway it wont matter what the law is
IF/WHEN CMP lawyers just say dont bother CMP will just say sorry

What would be nice is if CMP could some how use the Congressional Charter to tell the state FU where sending ammo and guns

But CMP is not going to do that as its probably barely holding onto the Congressional Charter anyway.

Again we need to ask those with better understanding IF the new transportation laws apply to common carrier

They are pretty random as far as what they ship. I once received a M1 that was likely a Turkish return. Supposed to be a field grade but was below your average rack grade and was in one of the hackberry stocks that everyone HATED. It was a total pizzashit as far as Garand quality goes, but that time all I wanted was an organ donor so no big deal to me.

Another time they sent me an O-66 USMC rebuilt that had been stored since the Marines reworked it. I requested and received the FOIA on it- it had been stored in a couple different arsenals for many decades. It is likely one of the earliest USMC M1's with one of the lowest serial numbers the Marines would have received. Also it does not have the 7th round mod. It's a tackdriver too. That's pretty much hitting the lottery for the various service rebuilds out there. I later saw a much higher serial number O-66 with no distinguishing features get big bucks on their auction site.

The Danish returns from last year were really nice. Pretty much Forrest Gump's box of chocolates- you never know what your gonna get from CMP. Moot point if they can't resume selling to Mass residents. We already missed out on a few rounds of USGI M1911's cuz no pistols to Maura's fiefdom.

Just wanted to give y’all an insight, I’ve been up to CMP’s South Store 4 times in the last year and also got to tour their warehouses as part of the advanced maintenance class. The rack grades are really rough, but the new service grades hitting the shelves and mail order are rock solid (recent Turkish returns). The bolt guns are pretty much all in great cosmetic shape and mostly in great shape overall, even the racks. The Navy guns are all in good mechanical shape as well. The Krags are all sort of in average condition, nothing spectacular, lots of finish wear as would be expected.

I saw some decent bolt guns, some gems in the rack of Navy Garands, and some great Field Grade Garands at Camp Perry.

Those Service Grades- were many in USGI wood?
 
Does anyone know if a photo copy of a Mass Class A LTC would count as proof of "Marksmanship or other Firearms Related Activity"? They say on the order form that a "Concealed Carry License" or "Firearms Owner Identification Card that includes live fire training" would satisfy the requirement but the MA LTC doesn't say concealed carry on it. Otherwise I can try to find my certificate of live fire from when I took the LTC course may years ago.

Was shocked to see the surplus 22lr ammo costing .08 plus shipping
And that LC 30-06 was a bit expensive IMHO

If I only had more money back when I was buying HXP for .24/rd that was close to 2/3 less than any 30-06 I could find back then. I have enough to play with for the foreseeable future but still shouldahcouldahwouldah
Also wish I could have stocked the Creedmore 308 and 06 offerings at $1.10 round a bit deeper
 
For CMP , Needed to shoot a prone , kneeling , standing target with a certain minimum score to qualify to purchase a garand.
What distance was that target placed at
1000” target 27.7 yards. My club just issued a generic completed course cert. I dont even know if I saved it. I think I mailed the Original with my first order. Then I found out my FID/LTC was proof enough.

Should be good to go with a LTC.
 
For the dealers that dont comply the state will just pull their license.
these new laws are designed to make it very difficult and expensive to own sell guns

If dealers are running on thin margins now god bless them in a few months.

Looks like the small fry dealers will be shuttering and moving out of state. They are taking food out of little Vinnies mouth. Enough is enough.

This 1000 inches was the CMP distance for the course of fire for the Garands. It was held for qualifying to purchase, and/or anyone else who had one could fire the course as well. Many shooters brought their Garands to either use for themselves or lend to someone to qualify.
Yes, 1000"=83 ft 4 inches, = 27.7 yards
