Could you have been trying to say something like this:

Any D.C. executive order about firearms is pointless (a joke) unless it reduces or eliminates the cost for obtaining a permit. Ideally, there should be constitutional carry (carry without a permit) and open carry allowed. Since D.C. is a federal district, firearm laws there could potentially be challenged or decided by a federal judge, hopefully one appointed by the GOP (Republican Party), who might be more favorable to gun rights.
