**DUPE** rifle secured under seat

Afaik, regarding transport of high capacity rifles, MA says it needs to be unloaded and in a locked trunk or case. In the video, this guy installs a bracket thats bolted to the underside of the frame of the flip up rear seat in his truck. So its obviously not in a case or trunk, but it is locked. Would this method be compliant?
