I think not. They cite MGL Chap 40 Sec 57:

Any city or town which accepts the provisions of this section, may by by-law or ordinance deny any application for, or revoke or suspend a building permit, or any local license or permit including renewals and transfers issued by any board, officer, department for any person, corporation or business enterprise, who has neglected or refused to pay any local taxes, fees, assessments, betterments or any other municipal charges, including amounts assessed under the provisions of section twenty-one D or with respect to any activity, event or other matter which is the subject of such license or permit and which activity, event or matter is carried out or exercised or is to be carried out or exercised on or about real estate whose owner has neglected or refused to pay any local taxes, fees, assessments, betterments or any other municipal charges.
 
methuen= dropped off ltc app on 10/19. licensing officer called on 10/21 to schedule an appointment. appointment scheduled for 11/8 (she wanted to schedule it for 10/24 but my work sched didn't allow for that-it seems they do licensing interviews 1 day per week).
i will update as the process plays out.
you're golden with methuen, i personally know a handful of 1st time applicants that got their LTC A Unrestricted within the last few months, they do take their time though with the process
 
A friend of mine is trying to get his license in Freetown right now. From the sounds of it Freetown would fall in to the red category. They have some ridiculous licensing requirements and I don't believe they always issue unrestricted licenses.

If they are requiring "ridiculous requirements" then contact GOAL should be contacted.

I had my friend send them an e-mail about it. He recently joined GOAL and the NRA. Hopefully they can provide some relief to the situation.

Not only are they looking for two reference letters but they need to be notarized. This could add an additional cost to the process since notaries are not generally free. Also they require a membership to a gun club but the club he wants to join won't let him join unless he has his license.

But an LTC is NOT a local license, it is a state license, isn't it?

It is, but the issue authority is local and that's apparently how the Rowley PD sees it. I'm also not certain that they're really making people do this now.

Your distinction is irrelevant however. If one wanted to push back on the requirement they wouldn't do so by splitting hairs over whether or not an LTC is a local vs. a state permit. There's a bigger bat to bring to the game.

This pretty typical in terms of egregious non-statutory requirements.

If your friend isn't in a hurry to get his LTC he should call us. If not, he needs to suck it up and do what the PD wants.

This is precisely why our club does not require new members to have an LTC or FID. There is no way we would put someone in that type of catch-22 position.

Did you check with the club? Even when a club requires a license, they're usually willing to work with you in this situation. (Always depends on the club and the town, but back when it was my job I wrote a lot "... is a provisional member of our club, and we would appreciate the issuance of xxx's LTC so he can further participate in our organization" letters for Boston and Cambridge and they never had a problem with it.)

In our case the requirement dated from when getting an FID took two bucks and two days and so requiring it was an easy filter for prohibited persons.

+1 Braintree R&P does this, providing a Notarized letter stating that the person is a provisional member and will be given cardkey access to the club as a full-fledged member upon receipt of his/her LTC. AFAIK, no PD has had any problem with this and this is a routine occurrence at each BR&P New Members Orientation.

I am sure that many other clubs do this routinely as well. Just ask.

To anyone who has recently applied, are they actually requiring a letter with a reason why you want a class a all lawfull purposes? My girlfriend will be applying in a few weeks for hers, I have spoken with the licencing officer before when I moved. Seemed like a good guy. Also I know the new chief is from Bedford where there were no funny hoops to jump through.

What town are you in? I'm in Andover and there was a place on the application for your reasons so I didn' t need an additional letter for mine.

Thats nice of them. I have had several of my students just bring the the application and all filled out with Sponsor etc. to the interview and say "I'm all set once I get a license" They haven't had a problem. I would be interested in finding out if most towns will work with you on this like I have seen recently.

Most towns don't have non-statutory requirements in the first place.
 
I am in natick. My question is : is a actual letter required or does simply writing in all lawfull purposes work?

In the PDF of the requirements on Natick's website, it lists "All applicants for Personal Protection Licenses or those wishing to upgrade their licenses must provide a letter explaining, in accordance with GL c. 140, S. 131, their reason for fearing injury to their person or property."

And in the 'For Official Use' area of the PDF, is a checklist to be used to make sure everything is supplied, it does state: "Letter supplied, as to reason, if For All Lawful Purposes (Even for renewal)"

So I would guess that they do require an actual letter, especially after the comment in the checklist area.

There are several examples of letters to chief's that you can use as a template on this board and others.
 
From what I heard from a recent Natick resident who renewed, I wouldn't sweat the letter too much. Yes, you'll have to write one, but I believe that to be more of a formality.

Yeah it could be one of those redundant speed bumps like "doctors notes" confirming mental health issues even though the state does a mental health check on their own.
