MGL Question

As I understand it FFLs in MA are permitted to own banned items such as "assault rifles" and high-capacity magazines. They cannot transfer banned items to MA residents but they are allowed to obtain and possess them. Can anyone point me to the chapter and section in the MGL that spells this out?
