That's an unfair and idiotic policy right there. If there's a limited number of permits, ownership should be returned to the issueing authority to be reissued at the original cost/price (same for taxi medallions).

In some sense, it's a brilliant strategy for the elitists since -

1. New LTC holders will be members of the financially priviliged elite, not commoners
2. Most people are selfish,so the current crop of LTC holders will have a vested interest in making sure that their new "asset" does not lost its financial value through reform of the allocation system

It's idiotic if you the strategy is crime control. It's brilliant if the desire is to deny LTC to the commoner, preserve it's availaibility for the upper echelons of society, and pay off the current LTC holders so they don't cause a fuss.
