Friend is looking at buying ammo in RI as a non-resident. Which would be more cost effective to obtain, a hunters safety card or blue card?

And to get the hunter safety is a class, probably an afternoon where the blue card test is super easy, 25 multiple choice question and 25 true or false if I remember correctly
