Pre-Ban high cap to Mass A LTC holder-

As an out of stater (RI) can I ship straight to him or do I need to go through an FFL? And do I need a copy of his permit?
I travel through Mass a bit and don't want to run afoul of the law up there.

You could just send it direct, no problem. If you're really paranoid get a
copy of his LTC, but IMO even that is overkill... it's his ass if he was not
properly licensed, not yours.
