Selling an AR 15 lower in Massachusetts

If you want to sell a AR-15 lower which was never completed into a rifle to another Massachusetts gun owner how would you do this? Threw an FFL? I have been told since this lower was never a complete rifle there is nothing to register in Massachusetts. If this is so how would you do a private sale?

A frame or receiver is not a controlled item under MA law.

Legally, an AR-15 lower can be transferred with no paperwork.
