I was wondering. Are they making that stuff or reusing the boxes?First thought: I don't use enough laundry baskets or large mixing bowls in my reloading process!
Second thought: Why would they fill cases, blow off excess, and tamp down powder rather than simply using a specific measuring device? (It's not like the drop, blow, pat method saved time over measuring.) It looks like the powder is packed with inert material. It's probably easier to train untrained workers to fill the cases with a specific blend of powder and sawdust rather than trust said untrained workers to not double charge cases with some type of measuring scoop.
