Can you elaborate on what you mean by this? I'm confused, if something is illegal how can someone punish you for it (or for something else)?

The theory is that you really aren't being punished. Licenses are only issued to people whom the licensing authority deems to be "suitable persons". All that's happened is that he or she no longer considers you to be suitable, hence no license. Nothing personal.
