Where stupid rules come from

Just shot a nice match at Manville, RI this AM. There was a nice metal sign cautioning members that all steel had to be shot from behind a particular marker with 9mm minimum. Some idiot had put three rounds though the sign.

With crap like this happening, it's no wonder some clubs feel the need for rule upon rule upon rule. But, I guess a rule against stupid would not be effective.
