Who is a FFL calling when you make a purchase?

So who is a FFL calling when you make a firearm purchase (FBI?) and is this process followed in all 50 states?

I am listening to a radio show talking about the Mexico drug/gun/illegal immigrant issues, among other things and I am just wondering where the conspiracy begins.

In MA they call the FBI central NICS number for both rifles and handguns.

In NH for Handguns and Stripped Lowers they call the NH State NICS POC number, and for rifles/shotguns they call the FBI number.

It varies from state to state. Some states have their own POCs for everything, some just for handguns. Many states just use the FBI number.

The NICS check is federal law and must be followed in all 50 states by an FFL doing a transfer to a nonlicensee (eg mere peons like most of us) unless it is something like a Repair or an intake of a firearm.
