That’s not a hip throw, it’s a shoulder throw (Ippon Seio Nage or Morote Seio Nage). You could probably get that same result with an Uchi Mata, Harai Goshi or Tai Otoshi. Those are hip throws, but to have the head end up in front of your feet, that would be bad implementation. Ippon nevertheless.

I don't know the Japanese names but there's a variation of the classic hip toss where you set up at a 90 degree angle so the other person so they can't ride out and reverse it. I've heard it called a hula hoop or bouncer throw. If you add that pendulum with the leg like a cartwheel the person will likely land on their skull and bread their neck unless they know how to fall.
I guess maybe the hula hoop could be a shoulder throw. It is still an underhook throw.
