Is a resident of NH who legally owns firearms or accessories (e.g. hi-cap magazines) that are not MA compliant allowed to bring those items with them to MA and retain them if they move here, assuming all licensing issues are complied with?

If the mags are postban hicaps, then the answer is no, unless they have
some kind of formal badge/sworn LE affiliation to cover it. The guns are
not a problem as long as they do not violate the MA AW ban. (EG, a post-9/13/94 manufactured AR with a flash hider on it, etc . )
The question I would ask the person is WHY in gods name would
you want to move here? Especially if they own guns!

I agree, but it may become a family need issue for them.
Hell, if he has to move, I have a list of stuff I'd like him to leave with me!
