I have had several instances where old 15-20 year old .22RF ammo woild blow out the rim upon firing. I think it is a matter of the chemical reaction of the primer weakening the thin brass in the cartridge head.
The last time was during a match and the rim blew out on some old Eley Black box target. The puff of the gas hit me on the cheek and I was thankful that I had on shooting glasses.
Another time was a rim on Winchester .22RF in a Contender pistol.
It can happen and age does seem to have some upping of the risk.
