C&R Ammunition?

Does anyone have a clue why the ATF felt the need to designate some ammo as C&R? Does the ammo list have any beneficial affect on C&R FFL holders?

The only C&R ammo I could think of would be something like GyroJet rounds. >$70 a round last I heard.

Up until 1985, interstate ammo sales were subject to the same federal licensing requirements as firearms. I.e. no FFL, no interstate ammo sales.
