Collectors license

I need to get mine. I postponed it (stupidly) because we were moving. Now, years later, I think I need to rent @EddieCoyle's C&R license course video just to make sure I get the damn paperwork right. 🤔
The paperwork isn't hard, just logging each acquisition in a bound book. You can buy a preprinted commercial bound book (Amazon, Brownells, etc. have them), or create your own.

Don't sign the C&R you get from the AFT. You're going to sign each copy that you send out individually.

Fill out the application form, mail one part to the AFT with your check or c/c information; and the Chief LEO part of the form to your PD. Note that the CLEO is not approving this application, it's just a notification. Also, the regs are slightly different for C&R 03 FFLs and 01/07s.

Thank you. The application seems a little clearer than I remember it, perhaps because I am reading it on my computer instead of a paper copy. Unfortunately, it is still a multi-use application and that's where a lot of things screw me up. I'll give it a shot and see how many questions I have that I can eliminate on my own. [thumbsup]

Would you consider putting your questiohs here on NES? I suspect a lot of folks will have similar questions.

Well, we can start with the whole "responsible person" thing. Do I fill that out for myself for an 03 license? Can I make my fully-licensed good wife a responsible person on my 03 license?

From the Definition section of the application:
Responsible Person - In addition to a Sole Proprietor, a Responsible Person is, in the case of a Corporation, Partnership, or Association, any individual possessing, directly or indirectly, the power to direct or cause the direction of the management, policies, and practices of the Corporation, Partnership, or Association, insofar as they pertain to firearms.
So unless your wife and you are in whatever the AFT considers a "Corporation, Partnership, or Association", I'd say no, just yourself. I'm not sure of the ins and outs of how a trust would play here, not sure if the AFT will approve a trust with a responsible person.

I almost forgot, AFT is going to need a copy of your LTC as well.

Most people put 1 hour during the week. I put Friday afternoon 1-2 pm. If the ATF needs to talk to you about your C&R they’ll call you anyway.

Just don’t put something like 1-2 am on Tuesday.
 
Doesn't apply. You are not a FFL, you are a C&R FFL.
Technically, you are an FFL. A 03FFL.

I understand you are saying you can’t buy modern guns with it like an FFL01, but it still is technically an FFL.

Just about everything else about the application is getting used to reading "business" but thinking "home" or "personal" to complete it correctly...

So no business name... but business address is your home address, business phone is your personal phone, etc., etc., etc.

I assume we leave Employer ID Number blank (even if we have one for an unrelated business)... correct?

Does an 03 Collector wannabee just check "Collector" in Question 1? Or check both "Collector" AND "Individual Owner"?

Well, I, too, have gotten through 50 years of gun collecting gun hoarding without one. And while I did okay overall, I must admit that having a C&R license would have made certain things a lot easier at times and gotten me some really choice items that I could not have gotten my hands on any other way. 🤔
 
I checked both Collector and Individual Owner last time. Leave the EIN blank, that would only confuse them with an irrelevant to C&R business.
 
The OP needs to read up on C&R licenses from an official source rather than relying on a forum:

C&R IS a type of FFL, the first F being “federal”. It does not change anything having to do with STATE laws, and mostly only for transactions involving firearms over 50 years old.

This.........if you want just a few old guns when you run across them...just buy them like normal. You don't have to deal with bound book shit, licenses, etc.....

If you want to collect a lot of old guns or milsurp stuff...yeah. Fine. I thought I was that guy 10 years ago. Im not.

I just turned in my C&R.....because i'll never use it as intended anymore.
 
Unfortunately the golden age of C&R purchasing is long over. 15 years ago or so was the sweet spot

Walking into a shop with a barrel full of M1 Garands with matching numbers for 100 bucks each and no one wanted them. Next to it was a barrel full of German K98 Mausers for 50 bucks and no one wanted them. Mosins.....probably got 10 bucks for those things.

You guys with C&R's, you still get the occasional call from the ATF for a "visit"? I know I did when I had mine.

I let mine expire when it was time for renewal, just wasnt worth it for me, back in the days of $99 K31's or $89 Mosins or SKS's it was but as my interests changed the need just wasn't there anymore.

I've never received a call besides the robocalls that go to all ATF's when the fax machine goes down. :)

I'm also not buying/selling a great amount.

Neither was I but I guess when they have been slacking on their inspections they'll do a bunch all at once then you never see them again. Thats how it was when I got audited, a bunch of other NES'r got calls around the same time for visits.

I had the guy come to the house because I wasn't trucking up to Boston and dealing with all that bullshit. The agent was a seemingly decent guy but then he started asking questions about all my reloading gear and felt the need to tell me it was illegal for me to sell ammo, which I wasn't doing obviously and I was like WTF, That was it for me.
