Seeking licensing delay information

Wife applied for renewal in late Sept, 2024. Got a MIRCS receipt dated 10/04/24. Still has not received her LTC. Cannot get a reply from the LO to phone call, voicemail, or email. She has talked to the desk Sergeant, who has told her even other officers in the department cannot get in touch with the LO. This is in Lowell
 
Well I'll throw my hat in the ring, looking back at my calendar here is where I stand.
Town of Hubbardston
October 4th dropped off my renewal paperwork and check.
Got appointment for photo October 15th
Received the receipt of paperwork and renewal sometime the week of 10/21
LTC expired on 25th
Called the PD Dec 11th inquiring and was told it just came back approved Dec 4th and that it will take another 2 months +-
I plan on calling again this week to see where about it stands. (I never wait that long to apply as I usually do it in August but this August my dad passed away unexpectedly and everything kind of got sidetracked so I kind of blame myself. )
 
LTC was set to expire in December 2024, so knowing the length of time it takes, I submitted my renewal application to PD on 8/19/24 to request an appointment. Below is timeline.

8/19 - submitted request for renewal appointment with PD
8/31 - requested status of appointment request and was told paperwork was lost. Resubmitted
9/10 - 10/8 - asked on 3 occasions for appointment. Was finally told that since it doesn't expire until 12/8, they won't schedule my appointment until 30 days prior. I tried to explain the math of 45 days, holidays, etc...to no avail.
11/2 - had my renewal meeting with local PD licensing officer. Received my receipt and was told 7 days to process locally, 5-8 weeks more to get license in hand. Hold onto receipt as it's my proof to carry.
11/21 - called PD to ask for status, was told chief still reviewing all the files. Was told a large amount of applicants but I am ok - make sure I have my printed receipt. Told it takes time.
12/1 - 1/15/25 - Called the Mass Firearms licensing status hotline ((617) 660-4722 to ask for overall status. Had to use number because I didn't use the new MIRCS portal to renew. Called these folks quit a few times to hear about where it was in the process. Local PD sent in, pending state review, pending, pending, pending, approved. All along - told hold onto receipt as proof to carry.
1/22 - contacted my local PD again to ask about status now that it's been approved. Was told it will take the state some time for the license to be printed and sent. Once it is received, I will be notified. Was told again to hold onto my receipt as my proof to carry.
1/31 - Waiting for license

I realize there are way worse timelines out there and even more troublesome pushback - but this just burns me. And I know there are bigger things to worry about. I wanted to start the process early to allow for sufficient time to process. I was forced to adhere to a timeline that based on calendar, would need to be done from start to finish in 36 calendar days to get my renewed license in hand. I get it...printed piece of paper will suffice - not the point. I feel at this point I'm the bad guy for pushing/tracking/asking each step of the way to ensure it gets done. Today is day 90 (calendar) since my renewal interview. I will continue to hold onto my receipt as proof to carry.


UPDATE: License received in mail today - 2/5/25. Total time from appointment to license in hand - 3 months.

Submitted a renewal in Framingham today - very nice lady behind the window said it will be "several months" until ready....
 
Just filled out the form. I might have done it twice, not sure. I'm being told that it's GOING to take 6 months. Serious? It's like my town is setting its own timeline of a "normal processing time". Shame, because as citizens, we have no power once it's in the hands of the state or PD.

Mass resident focused, although non-resident data is good to capture too, so feel free to add to the list. This is for all LTC/FID applications in the Commonwealth.
My MA non-resident license expires in April.

I submitted a renewal online in the beginning of November of 2024 and received my renewal card (set for April of this year) in mid December of 2024.
 
Could be anywhere, but the latest data we have has cities/towns as different as Cambridge and New Marlborough both playing the "6 months or more" game.
My town is saying renewals are running about 7 months. I seriously doubt it's the town (but I could be wrong). They were historically and consistently green (including some MGs licenses in town) and do not ask for any extraneous stuff. There hasn't been any change in licensing personnel. I would be very surprised if they are letting the licenses sit at the station for that time period. Last renewal was much quicker, also.

Southern Berkshire has historically been friendly. I do not know the new chief over there Graham Frank. I am one town over.
My LGS is in NM and I am due to visit. I will go find out what is up.
 
Took lowell 3 months to approve and send to the state. Guess I'm greatful it wasn't longer lol. Hopefully the state isn't as long as my pd

The only "approval" the local does is making sure the app is complete and suitability, and they hold back on the suitability until after the state check (no reason to get into that mess if the state denies it).
So what approval took them 3 months?
 
I have been reluctant to post anything about this during the process, as i have no idea if the local popo peruse this site and it seems it was all in the local PD that slowed this down.
This is the longest renewal i have ever had. I also just missed submitting via the state portal.

AUG 6, 2024 - Submitted via emai, as per my local police stations states. (The written procedure is i would need to drop a check off, details will be given to me)
AUG 6, 2024 - Reply email confirming receipt.
SEP 11, 2024 - Email with official DCJIS receipt, dated AUG 6th.
OCT 29, 2024 - Email reply on status: Chief has approved and waiting for them to be mailed, said i would pay when i pic up the license.
DEC 22, 2024 - LTC card expires
JAN 7, 2025 - Called the state, said it was mailed. (Didn't get mailed on date)
JAN 11, 2025 - Email reply on status: Batch of cards came in, working on "getting them activated and final approvals". ??
FEB 12, 2025 - Email saying my LTC is ready and will be mailed after payment is processed, link provided to pay, (online payment processor charges $0.50 for an e-check that takes 7 - 9 business days to clear, or $5.00 for credit cards / debit cards that process immediately.)
FEB 15, 2025 - LTC in mailbox.

From and including: Tuesday, August 6, 2024
To, but not including Saturday, February 15, 2025
Result: 193 days
It is 193 days from the start date to the end date, but not including the end date.
Or 6 months, 9 days excluding the end date.

My previous 3 renewals were smooth as silk, 4 - 6 week turn arounds, faster than most could get an appointment to renew. No idea what the heck happened. Hopefully my last renewal in this state.

I'm not sure, for 3 months the status when calling was "pending review by my local pd". I called the frb again about 2-3 weeks ago and was told it was approved by my police department and sent to the state for backround check. I've also called since then and been told by the frb that you don't call for updates you can only check the portal which doesn't make any sense because it only says pending and I've gotten status updates in the phone before so I think that guy was just being a douche

well that is more info. So it got through the state check, then goes to the PD for their final suitability OK, then back to the state (all electronically), for processing.

Per the Commonwealth, they mailed wife's LTC to Lowell 2 weeks ago. It has still not been "activated" by the Lowell. And, of course, wife is unable to get in touch with the LO and cannot evennoeave a voicemail because the boxing full
 
12/10/24: Paper app brought in for “interview” and fingerprinting at Leominster PD - given MIRCS receipt for application fee. Leominster PD quoted 8-10 weeks for license in hand (with the disclaimer that it can take longer)

Around 1/17/25 called the state hotline and was told my application was pending with local PD. Contacted local PD who said they were waiting on a police report from another PD (having to do with my background check). I suspect they either never requested it or never followed up on it, as it’s my understanding that records request are supposed to be responded to within 10 business days (and it seems strange to me that there would be any real holdup for a PD to obtain something straightforward from another PD)

1/29: confirmation from Leominster PD that they obtained the report and my complete file would be reviewed by the Captain the following Monday 2/3

2/5: called state hotline just for kicks, and was pleased to be told my application is “Approved - Pending Activation by FRB” - state quoted 6 weeks from this status for license to arrive at local PD

2/19: my husband went for his interview and the LTC clerk looked up my app for us, which is still showing as “Approved - Pending Activation by FRB”

The waiting game continues…
If the PD was getting something from another PD then it wasn’t the states NICS check, that only leave suitability, be careful what you say until you have the LLC in hand, and even after that. Unsuitability will haunt you forever.

Call the LO at 10am tomorrow. He's pretty easy to get a hold of
 
The wife has tried multiple times. Can never get someone to answer the phone or return her call. Could you pleade DM the number you use to call the LO in case we are using a less up to date #
It should be the number listed online. I suppose you could just call the directory or whatever and ask for officer Matos. The licensing number is +1 978-937-3200 but it is option #3. I'm sure that's the one your wife used? You have to be persistent with Lowell. He should be in his office right now if you see this soon enough

She finally talked with him and lets just say, according to her, it was less than pleasant. He tried telling her the state hadn't done their part yet, even though she was told by 2 different peeps at the state that they mailed her card to Lowell at the end of January. He told her it takes at least a month from when they receive it in Lowell to be activated. Also told her that LTCs take 4 months, but couldn't explain why it has been almost 5 now.

He tried telling her the state hadn't done their part yet, even though she was told by 2 different peeps at the state that they mailed her card to Lowell at the end of January. He told her it takes at least a month from when they receive it in Lowell to be activated. Also told her that LTCs take 4 months, but couldn't explain why it has been almost 5 now.
He's kind of a c*** tbh. He must get bothered and asked all the time because that's exactly what he told me. "4 months" doesn't give you any specifics, he Can't be bothered to. That's only on the phone tho, in person or during the interview, he wasn't half bad. I've said it before I applied for my ltc on November 6th, 4 months is in like a week and a half so I'll have to be a thorn in their sides the day after march 6th lol

I believe that means the state approved and printed your license, and sent it to your local PD. Now your local pd needs to activate your license and send it to you or notify you to pick it up. Hopefully you get it soon.
 
Yeah if you live in a good town it could be any week now. If you live in a bad town it may be several months
I live in a good town. I think the state is the problem. Still in pending. I spoke with PD and they said they approved and send it to state for approval. I called them few times and they say still pending.

I think mine is also with the state. But I also live in a bad town so 🤷 lmao
