Apparently in Mass, legislation makes law, and executive says "this part of law stands, but that part of law doesn't"?

To me this sounds our Gov't will have a hard time explaining why the Preamble was needed seeing nothing required by the new law is developed or on the books yet. Gov't at it's finest. Even a moron judge would have to see this is sideways already.

That’s why it was an emergency. Maura said that she had to sign it now to give the agency’s involved more time to prepare. It must be true she said it on the TV.
