Yes, Illinois is one of only two states remaining that don't trust any of their citizens to carry concealed firearms for their protection. Wisconsin is the other, but they've passed CCW laws several legislative sessions in a row, only to have them vetoed. Each time they've come within a couple of votes of overturning the veto, only to have a couple of people who voted for the original bills turned by the governor. The general expectation is that within a year or two Illinois will be the last holdout.
