It did not just discharge. Some dinggus pulled the trigger, resulting in a negligent discharge.
Anything other than your finger can bang the switch. But yeah, most cops are barely proficient with their issued weapons.

Who loaded the wrong cannon? During a tour, we were told that they only fire the cannon for evening salute and it didn't face anything. Also it was a powder charge. Did someone leave the powder ram in the barrel?This is a bit different:
