Relative size would help a lot. Looks like a forging and judging from complexity it must be German. If it had a telescope I'd say def German. Is that steel? Those marks looks like sprues, so may be a cast part?
In the second picture it stands about 1 inch tall. It is steel...not German... and I'm in a hurry...
I'm not sure if it's cast of forged. A part related to this IS cast which surprised me.

I was about to revise my guess to a barrel locking mechanism, but I don't understand the pivot in that case...No cigar.
