They don't care about you enough to go out of their way to jam you up. They also don't care about you enough if you do get jammed up. The design is perfect in their mind. It's the same concept as RI's town license (shall) vs AG license (may). The pathways to legality within their fairytale context do exist, you just got to be smart enough to figure it out.

They plan on majority of people who get jammed up, most likely doing other bad things, to plea out on these charges.

This has been on my mind too. Assuming I bought a frame or lower prior to a specific date (07/20/16 or 08/01 or any other date) and finish it later by adding a slide or upper and never FA-10 it, do I legally own it as this new law is written? I don’t think I do because I didn’t comply with the law/regulation at the time.

Or do I just disassemble it every few days and keep some parts in the attic and the frames without triggers in the basement?

I agree this was intentionally written as vaguely and confusing as possible.

You can legally posess any firearm regardless if it is yours or not. If someone (yourself included) made a paperwork error in the past, that does not mean it is not legally posessed. (2 cents)

There's 0.0% chance anyone will ever give your situation even a moment's thought, except you. You decide whatever you want to do, because ain't no one going to ever arrest and prosecute you over any of that.

FWIW, I think you're WAAAAY overthinking it. Do whatever you want and stay safe out there.

Good catch and I should clarify - I meant intentionally not filing the FA-10 to keep things discrete or off the radar. Agreed that paperwork errors shouldn’t be a death knell.
 
Story I overheard today - guy is buying a sig spear. Apparently in MA dealer inventory. Dealer is going to neuter it and then transfer to buyer. Dealer says that he can sell it because it is/was in his inventory prior to 8/1. Wondering what those who have read the law think about this one.

Many dealers on here agree with that. It was lawfully owned by an FFL in this State ON 8/1 - it's good to go.

I don’t think the dealers would’ve been ordering $2800 Spear LT’s by the pallet if they didn’t believe they could sell them. As of 8/1 am 3 PM CGW had two pallets of Spears (132 rifles) on the floor and said 98 of them were still available for sale. Assuming a dealer cost of $2000 each, we’re talking an investment of $200K in just those rifles.

The way it is written a lower court judge may just split the baby by saying that the 131m language prevails and everything legally possessed personally or at a dealer on 8/1 is exempt.
Why? Because while they rule differently, they know this crap is blatantly unconstitutional and hope that by exempting thousands of owners they can destroy any grass roots support (and funding) since most people would already have what they personally want.

This is why I don't think we should go after the exemption ambiguities - we should simply go after the entire assault-style ban and settle the issue completely.

If you manufactured the rifle, you didn't purchase or obtain it. Feds make a distinction and mass doesn't define the words.
So you must ask yourself if you are actually required to register before the 121B requirements actually become active (even then you have a year)

The law calls out the sections for an LTC and dealers license
Lawfully possessed covers in inventory at a dealer.
 
I’m speaking to anything sold, possessed, or transferred by and on 8/1.

But as the law stands today, if it has features it's an Assault Weapon.
Once the new law becomes effective on Oct 23, it's exempted since it was lawfully possessed on 8/1

Completely stupid but that's how it is.

Failing to report the transaction is not the same thing as not legally possessed.

You still own your car even if it’s not registered.
 
Getting your amateur radio license is not that difficult, at least to get your Technession and General license is fairly easy, and the tests are relatively simple. There are a lot of study guides available, and many are free.

I used them for my General (aced it) and my Extra (unfortunately I got one wrong and was disappointed but thrilled at the same time)

QRZ.com has the same type of training available for free. In fact I have coached a few people to there tech and general licence using the study guide on QRZ. Anyone that can devote 30 minuets a day for 30 days, using the QRS study guide, can ace the the tests. The trick is to devote the 30 minuets for the 30 days no day skipping. Anyone interested, I am available to help them get there tech or general licence. As far as the extra well that is a diffren story. The study needed to obtain a passing score on the extra exam in much more complicated. The tech or general exams are real easy and there is no reason for anyone of reasonable intelligence to fail.

I have looked you up on QRZ,very nice. Maybe some day we will connect on the air. Do you do eqsl? I stopped doing paper cards years ago when it started costing me a ton of money for postage. I found eqsl is great and any card I want to have in paper I can just print on card stock.

I decided to go for it and being retired I decided to spend 8 hours a day studying, did 8-10 hours a day for 8 days straight and then took the test on Saturday at the K1USN group. As I mentioned I was disappointed that I got one wrong.

I live down in Walpole and belong to the Norwood Amateur Radio Club, Norfolk ARC, Pilgrim Amateur Wireless Assoc, K1USN in Braintree. I mostly do POTA, SSB from the car and FT8 and SSB from the shack.

My QSL cards, the paper ones are on my QRZ page. Here is my eQSL card.
