I can't find any info on this on the GOAL website or through a web search. Any more info on what that means?



The new guidance says if it's in the EFA-10 database it will be registered to you automatically. How is this going to work in practice with guns that have been sold out of state etc? There is no requirement to record this in any way. I guess more add-on charges to screw you with, or justification for an arrest and keeping you locked up.

I think that this is an hysterical interpretation by GOAL. Unfortunately, not the first, and likely not the last with respect to H.4885
 
I don't think it was the intent to regulate use, but if you think some activist judge in MA won't point to that and say it means possession, you haven't been paying attention.
Judges in lower courts don't give a shit if they get overturned, in the meantime you get punished by the process or jail.

Section 131¾. (a) The secretary of public safety and security shall, with the advice of the firearm control advisory board established in section 131½ compile and publish a roster of assault-style firearms banned under section 131M and a roster of firearms approved for sale and use in the commonwealth using the parameters set forth in section 123

Section 123. (a) As used in this section “licensee” shall mean a person with a license to sell under section 122.

131M deals with firearms you are not allowed to possess
Section 123 deals with dealers only.

My interpretation would be a rental range would no longer be able to rent an off list gun.

If the state decides to interpret the "use in the commonwealth" phraseology as one can own off roster firearms but cannot use them, either for carry or range use, then that is a outright ban directly applicable to Heller's holdings. Further, we wouldn't need to go through federal courts as Canjura has already ruled on this broadly enough to indisputably cover this type of action.

Concur - the section directly calls out per section 123 which is only applicable to dealers.
However, there is ambiguity therefore while a stretch a DA could charge it and a lot of Mass judges would rubber stamp a charge for carrying an unapproved firearm.

Do you have a friend in NH, RI, or VT? Have it shipped to them. Remember, you aren't circumventing a law. You are just circumventing a companies policy.

If the credit card needs to have an address in a free state, go into your cc account via their web portal and change the billing address to your friends address.

Make the purchase with your cc with your friends address as both billing and shipping.

Once you receive the notice that the item has shipped, switch the address back to your MA address.

Pretty simple.
