So if one was to transfer a pistol over state lines, it has to go through a FFL, correct? The last time I sent a pistol to a buddy of mine out of state I used FFLs at both ends because I couldn't easily drive there myself.

Yes, outbounds are super easy.

My nephew transferred a handgun that belonged to my brother in law from VA to NC.
It was a PITA but we used FFLs at each end to protect ourselves from the Feds.
You only need to use a FFL in the state of residence of the recipient per federal law. It is legal under federal law for the gun to be shipped by a non FFL to the FFL. The problem is that a) a lot of FFLs will not accept shipments from non FFLs and b) you have limited ways to ship because handguns cant by shipped by USPS except by a FFL and fedex and UPS by policy (not law) do not allow non FFLs to ship. Shipmygun.com (buds gunshop) offers a service where they generate the label so you can use fedex or UPS.

A lot of people just use a local FFL to ship as a consequence of the difficulties in shipping.
